Standards of social infrastructure needs?

Abstract

The concept of common good associated with equal responses to the needs of an "average person" and "home consumer type" ─universally applicable offers─ corresponded to conceptions of the first half of the twentieth century in Europe, not today can sustain. The current task of defining the demand for services and facilities of the population at the community level, in democratic contexts, decentralized, in the quest for equity and quality of services, should be at home the rejection of the need to "equipment" established a priori, and the recognition of the diversity of target groups and contexts in which they perform their daily lives.
