"Non-climate" public policies effects on the adaptive capacity to climate change of small-scale agriculture

Abstract

This paper focuses on the analysis of the effects of PRODESAL's productive development program on the adaptability of the small agriculture in the Metropolitan Region. First, we developed a framework to analyse the adaptive capacity of small agriculture. This framework was developed on the basis of an inductive methodology and was used in a second stage to evaluate the program from its ability to promote or limit those factors that determine the adaptability of small farmers. This was done based on information that was collected on the ground through semi-structured interviews to PRODESAL professionals. In this way, we observed that the PRODESAL program promotes the adaptive capacity for climate change of small farmers by enhancing many of the socio-economic factors that are determinant in the adaptive process. However, great failures have been found in the promotion of those of a psychological / cognitive nature.
